Résumé. La lettre de cette semaine discute l’opportunité présentée par les réseaux sociaux dedans une organisation. Les avantages sont faciles de comprendre la mobilité encouragée par la collaboration spontanée; la remise de retour d'information au temps réel; l’habilité de résoudre des problèmes avant de leurs escalades au bureau; et, la connaissance immédiate de l’état d’un projet pour déterminer si quelqu'un a besoin d'attention.

La lecture hebdomadaire décrit comment on peut implémenter un tel réseau social dedans une grande institution.

Summary. This week’s letter outlines the opportunity presented by social networks inside an organization. The advantages are easy to identify:

  • the resolution of inter-personal problems before their escalation in the office; and,
  • immediate intelligence on the state of a project to see if a team-member requires attention.

Tel réseau aura un grand avantage : beaucoup plus des discussions spontanées sans une dominance institutionnelle. Cette avantage, particulièrement quand le leader de l’équipe a une personnalité forte, augmente la probabilité de une pensée unifié dedans le groupe, à la manière group-think. Le problème ici est la tyrannie de la conformité des opinions pour maintenir l’harmonie de l’équipe que supprime la dissidence ouverte.
An internal network confers a significant advantage upon the project team: spontaneous discussions and real-time collaboration outside of the suffocating dominance of head-office, or even the project manager, should the latter have a forceful personality. This freedom to collaborate and solve various problems immediately does much to avoid group-think. The problem with group-think is when team cohesion precludes criticism and trumps individual clarity.

Conséquemment, la qualité des décisions prises par les individus devient de plus en plus basse jusqu’à l’échec du projet d’atteindre les buts. Cependant, avec moins des réunions et un réseau social interne, l’équipe peut collaborer à la manière de ‘crowd-sourcing’ (recueillir information d’un réseau dispersé), où les opinions seront plus indépendantes et pas sujet à la ‘group-think’.
When group-think takes place, even the smartest groups end up making sub-optimal decisions until the project itself (e.g., the Bay of Pigs debacle in 1961) craters. With fewer meetings and an internal social network, however, the free-wheeling communications can act more like crowd-sourcing among independently operating professionals to mitigate against this group-think risk.
Implications pour les start-ups. Ces réseaux sociaux internes n’appliquent pas seulement à grandes entreprises mais aussi à celles naissantes (c’est-à-dire, les start-ups nouvelles). Comment? In the same manner, then, tech sectors populated by start-ups can create a « primordial soup » with ideas bubbling up all of the time to generate new opportunities. They can build the infrastructure of an ecosystem to permit the re-channeling of the talent, experience and knowledge of the failing start-ups back into the soup. So, a social network could indeed be internal to a duly circumscribed ecosystem.

Le 28 octobre dernier, Microsoft Belgique a organisé une journée d’atelier autour du change management. Une bonne opportunité pour découvrir ou redécouvrir les incoutarbles d’un plan de changement lorsque l’on implémente un réseau social d’entreprise, une nouvelle technologie ou encore un ensemble de nouveaux programmes. Voici les 10 points clés qu’il fallait retenir des présentations de Carole Dohan, Véronique Houtepen, Niek Hasselaar et Barbara Brody.
A month ago, MicroSoft-Belgium hosted a whole-day workshop on the theme of change management. That’s a good time to (re-)discover the unforeseeable things in a planned change. When a company implements an internal social network, it implants a new technology or yet another suite of new programs.

Here are ten points to keep in mind taken from the presentation four presentations at that conference.
1. Le monde a changé

En une dizaine d’années la technologie a fait un bond énorme et même si la culture ne suit pas toujours aussi vite, nous ne pouvons plus nier l’impact qu’ont ces outils sur nos vies. Dans leur vie privée, nombreux sont ceux et celles qui utilisent fréquemment les outils tels que les réseaux sociaux. Pourtant, l’utilisation de ces derniers dans un contexte professionnel n’est pas toujours évidente. Ainsi, montrer aux collaborateurs ce qu’ils auraient à gagner à plus utiliser les RSE (réseaux sociaux d’entreprise) ou la vidéo conférence est une première étape essentielle. Et comme dans la plupart des projets, il faut communiquer sur le « pourquoi » avant de communiquer sur le « comment ».
In only a decade, technology has indeed taken a great leap forward even if human culture cannot always keep up; no one can now deny the impact which these devices have had on our lives. In their private lives, people lean on these things to connect with social networks. Nevertheless, use of social networks is not always so evident in the work-place. As such, showing our colleagues what they have to gain from using in-house social networks (‘RSE’ for the French initials) or video-conference is the first but mission-critical stage.

As is often the case with projects, what matters first is to communicate why the project should proceed (rather than how to do it) to gain buy-in.
2.  Le monde du travail a changé

Tandis qu’en 2010, nos tâches non routinières au travail s’élevaient à 25%, elles s’élèvent en 2015 à 40%. Dans un environnement où la complexité ne cesse de croître et où les procédures sont parfois obsolètes ou peu utiles, les collaborateurs ont tout intérêt à travailler en mode réseau et à demander l’aide de leurs pairs. Ainsi, inspirer les employés en leur montrant qu’ils pourront résoudre plus facilement un problème en posant la question sur un réseau social d’entreprise sera un bon élément motivateur. Par exemple, saviez que grâce aux RSE vous pouvez plus facilement gérer un projet ou encore recevoir moins d’e-mails ?
Whereas non-routine tasks in the office took up to 25% of the work five years ago, today it is 40%. In an environment where complexity gallops ahead and procedures sometimes lag behind, collaborating colleagues have every incentive to do so quickly through networks to get the help they require of their peers. Thus, showing employees how they can benefit quickly and easily from crowdsourcing internal solutions by putting a question out there on an RSE will hasten their buy-in and use. For example, did you know that, thanks to internal networking, you can manage a project far more easily with fewer (e-mail) head-aches?


Les réseaux sociaux d’entreprise permettent de créer du lien, de former une communauté, d’inviter à l’initiative et de réveiller l’implication qui est en chacun, dans un environnement où 87% des collaborateurs ne se sentent pas engagés. 

Travailler avec la communication interne sur cet aspect pour motiver les troupes sera quasi incontournable.
These days, seven of every eight workers feel alienated from their work and work-place. Entreprise social networks can start to create bonds between people who then form into groups that involve and engage more and more people. Oh, what a wonderful place this would be. This co-working via networking would soon make self-motivation and collaboration ‘de rigeur’ in the daily work.
3. La nouvelle génération arrive
3. Here they come (not the Beatles)
Les entreprises ne doivent pas changer pour changer. Elles doivent changer car le monde extérieur change. La génération Z, appelée aussi les Millennials (1995-2012) est en train d’arriver sur le monde du travail. Habitués à utiliser les réseaux sociaux, ces futurs employés ont des attentes différentes que celles des baby boomers( 1955-1965) ou de la génération X (1966-1976). La génération Y (1977-1994) qui est déjà sur le marché du travail ressent déjà parfois le fossé entre le monde de l’entreprise et la vie privée. Investir dans les réseaux sociaux, c’est se donner une chance d’attirer les talents de ces générations et de les garder au sein de l’organisation. Mieux vaut donc être attentif à leurs attentes et leurs idées et à les mettre dans le bateau dès qu’ils rentrent dans l’entreprise !
Changing for its own sake won’t cut it; companies have to change to adapt to their fluid worlds. The millennials (15-34 years old) are beginning to report to work. Socialized (i.e., wired) into social networks, these future employees have different expectations from those of the baby-boomers (born 1948-62); generation-X (1963-1981). Late gen-x / early-millennials, sometimes identified as generation-y, a group embedded in the labor market, sometimes see a gap between home and work. By investing in RSEs, companies have a better chance of leveraging the talents of these younger cohorts and to retain that strength inside the organization. It makes a lot more sense to pay attention to the aspirations of these younger employees and to put them into the networking mix when they arrive.

Comme dans tout processus de changement, il y a généralement 5% de personnes ultra motivées, 5% de personnes résistantes et un ventre mou tantôt pour et tantôt contre. L’idée va donc être de faire basculer ces personnes sceptiques du côté des personnes motivées. D’ailleurs, comme le note Harley Lovegrove dans son dernier livre à propos duquel j’écrirai bientôt un article, les personnes qui sont contre un projet à un moment pourront à un moment devenir pour. Quand la Tour Eiffel a été construite, elle devait être détruite et beaucoup se sont offusqués qu’elle ne ne le soit pas. Imaginez que maintenant on décide d’effectivement détruire ce monument : il y aura très probablement une forte opposition !
As in every change process, there are 5% of the employees who are psyched; 5% who are sticks in the mud; and, the amorphous herd leaning one way or the other as suits the particular day. The idea, then, is to get the nattering nabobs of negativism over to the angels of light. Elsewhere, as the author Harley Lovegrove notes in his recent book that those opposed to a project at one moment can be brought around on the next. When that fractal masterpiece, the Eiffel Tower was under construction, it had to be knocked down along the way, creating quite the Parisian stink wanting it to stay down. Just think if some knuckleheads came along yelling for the Tower to be demolished. Now that would cause serious resistance!
5. Les RSE ne sont pas uniquement des projets techniques
5. RSEs need not be confined to technical projects
Pour réussir le lancement d’un RSE, il est essentiel de faire un planning pour le volet technique mais également pour le volet culturel. Il faudra prévoir des actions de communication tant au niveau de la sensibilisation, de la formation que du coaching. Naturellement, il s’agit d’un projet d’équipe, d’où l’intérêt d’avoir une approche multi disciplinaire avec une équipe mixte.
For a launch of an intra-net social network to thrive, it is mission-critical to have not only a technical collaboration page but also one for corporate cultural. It is necessary to plan for the uses of the RSE not only for cluing others in, but for training and coaching. Of course, this would be for project teams, from which the company can take a multi-disciplinary approach with a mixed team drawn from different areas.


6. La méthode ADKAR
6. The ADKAR Method
Communiquer est une chose mais encore faut qu’il le faire dans le bon ordre. On privilégiera donc de suivre les étapes suivantes :
Communicating is important but even more-so is that it be done in good order. Things will be helped along by taking five ‘ADKAR’ steps (an English acronym).













- Awareness : définissez la vision, indiquez qu’un changement va avoir lieu, informez sur les nouvelles possibilités qui s’ouvrent et informez aussi sur l’objectif de chaque outil
Awareness – define the project vision, indicating that a change is taking place; inform others on the new possibilities available through the project as well as the objective of each tool.


- Desire : suscitez le désir chez vos utilisateurs – montrez leur par exemple que grâce aux RSE ils pourront passer moins de temps en réunion et collaborer plus facilement à distance
Desire – engage the team with desire toward a common end; one way is to tell the team of the benefits (e.g., less time wasted in dumb-ass meetings) and more direct collaboration remotely.


- Knowledge : expliquez ce que les collaborateurs vont pouvoir faire avec l’outil, et quel intérêt cela aura pour leur équipe
Knowledge – explain what collaborators over the RSE will be able to do with each tool and why that should interest their teams.


- Ability : formez les utilisateurs et les utilisateurs clé de telles sortent qu’ils maîtrisent les bases de l’outil. Présentez-leur par exemple les fonctionnalités intéressantes de l’outil ou des raccourcis à connaître.
Ability – bring together the users and designate the key users to work with in mastering the basics of the utility of the RSE. You can present some cool features and slick short-cuts of the tool to engage the key users (as we train the trainers).


- Reinforcement : assurez un suivi de vos indicateurs (KPI) et proposez du coaching aux équipes qui en ont besoin
Reinforcement – make sure people know what project key performance indicators are and make yourself available for mentoring.












7. L’identification des alliés
7. Line up your allies
Vos alliés sont ceux qui ont une attitude et une énergie positive face au changement. Pensez à inclure ces personnes dans votre équipe. Quand aux autres, ne dépensez pas trop d’énergie à lutter contre eux. Comme le dit mon manager « alles dat je aandacht geeft groeit » (si vous portez trop d’attention à une chose, vous la faites encore plus grandir).
Your natural allies will be those co-workers who keep a positive attitude in the face of change. Recruit these people into your team, if do-able. When it comes to the nay-sayers and the nay-doers, don’t get sucked into being a missionary among the damned. If you focus on their negativity and their life sucking ennui, you just may make it big enough to overwhelm you.


8. L’identification des freins

Identifier les résistances possibles sont un bon moyen de les combattre. Pour chaque résistance, essayez de trouver une solution pour gérer ce risque. Le sujet de la gestion des risques vous intéresse ? Manifestez-vous dans les commentaires et je préparerai un article sur le sujet !
Identify the sticking points as much as you can plus a way to handle them. For every hurdle you face, try to find a mitigant or other means to manage the operational risk. If risk management strikes your fancy, check out my recent article on that very subject and make some comments, s.v.p.


9. La définition des personas (types des personnalités)
9. Identify the personae of the various types in your audience
En se concentrant sur les utilisateurs et leurs besoins, il va être plus facile d’y répondre. Ceux d’entre vous qui sont dans la communication ou l’informatique connaissent peut-être déjà le concept de Persona.

Les personas sont des personnes fictives. Il s’agit d’archétypes d’utilisateurs possibles auxquels on pourra se référer pour s’aligner avec leurs préoccupations. Dans le cadre d’un réseau social d’entreprise, il peut être intéressant de classer les Personas de son organisation, sur deux axes : les besoins en termes de collaboration et de mobilité.

Ceux qui auront l’intérêt le plus évident pour les RSE sont naturellement ceux avec les plus grands besoins en termes de collaboration et la plus forte mobilité. Pour chaque persona, il est intéressant d’également développer une série d’informations….
By elaborating these composite personalities, it is easier to focus on, and respond to, the human needs in front of you. Those amongst you in I.T. or communications will likely be well acquainted with this concept. Personae are fictional profiles, acting as archetypes for various segments among the users. 0n these personae, you can base a response reasonably sensitive to the people blended into that composite personality.

In the framework of an intra-net social network, you may find that two personae are all you need. These two super-personalities would anchor an x/y axis, trading off collaboration and mobility. Thus, the people with the immediate interest in the RSE are apt to be those interested in speed and agility (i.e., mobility) versus collaboration. For each persona group, it will be interesting to compile a list of particularly instrumental data.

Afin d’identifier les actions à intégrer dans son plan de changement, il sera utile de répondre à ces questions pour chaque persona….
In order to identify the actions to be integrated into your change plan, it will be very useful to you to round up answers to these question for each persona.


Ensuite, chaque persona pourra être liée à un scénario d’utilisation. De cette manière, on pourra plus facilement mettre des priorités sur quels usages sont les plus intéressants et quelle population est potentiellement la plus concernée.
As such, everyone will be able to link up with a particular user sequence. In the way, others will be enabled easily to assign priorities to which uses make the most sense and which group harbours the most concerns.

Review and application of the Reading studied. The reason for the de-emphasis of the second reading is that, frankly, it is a straight-forward explanation of how cost accounting works. This memorandum to a CONACYT Centro really needs no elaboration, except that, like any accounting, it is tedious. Onto to the fun stuff.


Los cuatro principios identificados en la primera lectura se aplica al ecosistema emrgente de Tijuana que es una start-up. Dichos principios incluyen:
  1. un compromiso firme con el tiempo;

The four principles of change-management identified in the article in Forbes, neatly apply to the start-ups in Birmingham's economy that has surely accelerated with the data deluge. These four principles include:
  • a strong, longer-term commitment;
  • a capacity by the leader for self-examination;
  • adaptability to sudden changes; and,
  • an internal support network.
Successful ecosystems depend on creating successful start-ups in specific segments of high-technology. A typical cluster of such start-ups into an ecosystem can now be fueled by artificial intelligence (A.I.).

Compromiso firme. Muchas de las iniciativas de cambio fracasan porque los líderes las tratan como hechos más que como procesos. Se debería entender que el valor de un emprendedor o empresa no será precisa y va a cambiar constantemente, día por día. Así, nos enfocamos en los cambios primordiales que siguen:
  • desde una concepto probado hacia un prototipo hasta un producto (de viabilidad mínima, M.V.P.);
  • desde una visión de un inventor hacia un enfoque disciplinado hasta un equipo especializado;

Enduring Commitment. Put leading change on your to-do list. An entrepreneur’s value – or that of his or her start-up – is palpable but hard to pin down since changes turn on a dime.

Thus, there are discernible and key changes:
  1. from a proof-of-concept to a prototype and through to a (minimum viable) product, or MVP;
  2. from an inventor’s vision to a focussed discipline through to a bang-up team;
  3. from a boot-strapped start-up to seed funding and through to take-out financing; as well as,
  4. from mistaken proof of ideas (as concepts) to that start-up’s bust and onto the recycling of talent and experience back into the teco-system.

Self-Examination. Check your own reaction to change. A start-up has to understand well the drives and personalities of the leaders of the core team (usually co-founders). Consequently, the team shares its collective experience, strength and hope from different angles helpful in re-pivots and updating the AI base.

Wrapping up the start-up formation. The reading we analyzed this week has focussed on changes within larger institutions. Nevertheless, successful leaders apply the principles not only to the start-ups, as appropriate, but to the larger techo-system. There is more than an analogy at work, here: these concepts map out the route to success (e.g., 3-5x revenues after 2-4 years) for select start-ups through expertise and mentoring.

John Kotter wrote the books (literally) on how to lead change. He laid out six important areas for effecting change: creating a sense of urgency, creating a compelling vision, forming a guiding coalition, communicating widely to gain alignment, gaining short-term wins and momentum, and integrating the changes into the culture.  His advice is invaluable for understanding the process and leadership of change.

Put leading change on your to-do list. Many change initiatives fail because leaders treat them as events rather than as processes. You must manage change continuously. Leading change should be a category on your to-do list. Write out the daily actions you will take toward change, and update the list every week. Kevin Reddy, the chief executive of Noodles & Company, leads change every day.

Noodles & Company is one of the fastest-growing restaurant chains in the United States. Reddy and his team keep disciplined growth, innovation, and execution at the top of their to-do-lists. Reddy notes, “It takes an incredible amount of effort to keep all of your talent moving in the same direction with change efforts, and it is important for leaders to make this a priority.” He would know. Since he took the helm in 2007, the chain has grown from 100 stores to 290, with continuous positive sales trends in all units. That hasn’t happened by accident. It is a progressive expansion that Reddy aggressively manages.

Are you a proponent?
Are you an advocate?
Are you a passive resister, not leading change as you should?

Leading others is difficult if you don’t embrace change yourself. Recent research found that leaders who don’t love change increase their employees’ resistance to it, and that transformational leaders, who focus on creating a positive vision, lower their employees’ resistance to it. You must tell a compelling story and share what is changing, what is not, why change is urgent, and why employees should change. And as a leader, you must show that you believe in that change.

Recognize that the pace is fast. Rapid change is the new normal. All leaders must keep track of trends that affect both their industries and business in general. As those trends accelerate, so does the pace of change. To adapt quickly, you must constantly look ahead. You need to ask what’s new and what’s next. Don’t hunker down with a day-to-day mentality. Rapid change can be overwhelming, but actively look around the corner to spot trends.

Think about the future and what it might hold. Pradeep Bobba, general manager of Le Meridian Hotel in San Francisco, says that much of his job now involves examining data on fast-paced trends that may alter hotel use.  He notes, “There are a lot of data and information coming at you quickly. The key to success is to not get buried in the fast pace but to rise above it and detect trends to help your business change and thrive.”

Create a network of change enablers. Leading change is not the exclusive responsibility of an organization’s top people, so change occurs easily only when the organization has a strong network of change enablers. Leaders should recognize that informal followers and advocates of change are quite powerful. Listen to what they have to say, and let them help drive the change. Launa Inman, the new CEO of the surf-wear company Billabong, uses this technique.

The company is currently suffering from a drop in profit and flat sales. Inman, formerly with Target Australia, has long advocated asking people within the company for ideas that may solve problems and lead to success.
She listens to everyone—senior leaders, middle managers, sales staff, customers, operations partners—and everyone has a chance to weigh in and help lead the change. Inman is counting on this network of leadership to revitalize Billabong. Research supports this approach, documenting the fact that front-line opinion leaders help create positive change within organizations.

Proposito. En este memorando quisiera presentar algunos conceptos clave de la gestión financiera de un proyecto….Esos conceptos se llaman la Gestión de Valor Acumulado (E.V.M., por las letras iníciales del término inglés “Earned Value Management”).
Purpose of Memorandum. To present key concepts underlying the financial management of a project. These concepts make up the framework of “Earned Value Management” (EVM), basically traditional cost accounting summarized in a few data.

En hecho, E.V.M. tiene cincuenta años como un marco de contabilidad para los proyectos del gobierno de los U.S.A. El Centro quizás no esté preparado para implementar un presupuesto vinculado con metas y tiempos específicos.

EVM is nothing new, being popularized by the U.S. government some five decades ago. While the Centro has the capacity to implement a cost-accounting system, the timing may be premature to put together a budget tied to clear milestones since the latter have yet to be fleshed out. Nevertheless, as an exercise to change the Centro’s culture, General Management could use the imposition of cost accounting guidelines to force line managers to track the price of inputs relative to outputs.

EVM is an analytic application of basic internal accounting principles. The paramount concept remains the deviation of actual from budgeted costs – measured by actual costs (AC) – incurred in real time against those anticipated by a budget tied to specific milestones (i.e., a budgetary timeline). There are two primary sources of this deviation. The difference between real-time prices versus those assumed in the budget is the cost variance (CV).

A divergence of the time actually required to achieve the tasks specified in the timeline from expectations programmed into the budgetary timeline is the schedule variance (SV). Together, these variations of costs and timing from the budgetary timeline combine at the project’s end (if the project is not cancelled beforehand) to at calculate the Variance at Completion (VAC). Other terms include the following.

Budgeted costs of the tasks realized to date

The cost anticipated in the budget for the work actually performed until the measurement date (the budgeted cost of the work performed to date, or the BCWP). The BCWP is usually calculated by multiplying the total budget (BAC) by the percentage of the project realized to date.
Therefore: CV = BCWP – AC
If, AC > BCWP, there is a negative cost variance
The costs realized for accomplishing the tasks completed exceed the budgeted costs for the same tasks.

Measure of the Efficiency of Costs Incurred to Date

Divide the budgeted cost of work performed (BCWP) by the costs incurred to date (AC) to assess the relative significance of the cost variance (CV); this ratio is the cost performance index (CPI).



Budgeted Cost for the Work Scheduled to be Performed as at the Measurement Date

The budgeted cost of the percentage scheduled to be accomplished until the measurement date, or the planned value (PV). In its default (most simple) calculation, the PV is calculated by multiplying the total budget (BAC) by the percentage scheduled to be accomplished by the measurement date.
Therefore: SV = BCWP – PV
Si, PV > BCWP, there is a negative schedule variance
The time required to accomplish the tasks realized to date exceeds the time assumed for those tasks under the budget; the project is behind schedule

Measure of the Work Accomplished Relative to the Work Assumed under the Budget at the Measurement Date

Divide the budgeted cost of work performed to date (BCWP) by the budgeted value of the work scheduled to be realized to date, or the Planned Value (PV) to yield the Schedule Performance Index (SPI).

The concepts discussed thus far are well known to Project Management Professionals. With earned value management (EVM), however, additional calculations can allow comparisons of performance among various projects with distinct time and budget parameters.

A Revised Estimate of the Costs Required to Complete the Project

Modify the original budget, under the assumption that the numbers generated to date represent the ‘new normal’ (i.e., the deviations noted to date will neither reverse nor change from their current trajectory). Divide the total budget (BAC), as originally formulated, the by the CPI (i.e., the budgeted cost of the work performed to date, or the BCWP, divided by the actual cost, or AC)
Therefore: the revised amount available to complete the project or the estimate to complete (ETC)
ETC (estimate-to-complete) = EAC (original total budget) – AC (actual costs incurred to date)
Measure of the Efficiency Required to Complete the Project without a Cost Over-run

Resources theoretically available from the original budget (BAC) net of the anticipated costs of the work actually accomplished (BCWP) DIVIDED by the resources actually available from the original budget (BAC) after the costs incurred to date (AC):

  • resources theoretically available = BAC - BWCP
  • resources actually available = BAC - AC
  • efficiency required to bring project in on budget and on schedule = (BAC - BWCP) / (BAC- AC) = the revised required efficiency (RRE)
In its field experience, the United States Agency for International Development (USAID) has found that projects with a revised required efficiency (RRE) exceeding 104% (1.04x) are almost never closed out on budget and on time.

Reflections on EVM
Muchos gerentes de proyectos prefieren el uso de una representación sencilla del cronograma presupuestal como una progresión lineal. Es más sencilla para explicar.

Si todos los profesionales involucrados en la ejecución y revisión del proyecto entienden que el esquema lineal desvía de la realidad no solo de la realidad, sino el presupuesto, tal supuesto es aceptable a menudo.
Many Project managers prefer the use of a simple, linear scheme that allocates budgeted costs evenly throughout the life of a Project (i.e., one-twelfth of the costs budgeted for each month during a one-year project). No one can blame these people, especially when it comes to simple or routine projects. The caveat here is that all the stake-holders reviewing the results have to know what is going on. Deviations are still deviations that have to be squared with management.


La distorsión de las cifras está entendido y la divergencia de las dos líneas forzará explicaciones del equipo de trabajo sobre el proyecto a la Dirección General.

The first explanation of deviations will cover those parts imposed by the linear constraint. Once that predictable part is squared away, the pressure is on the project manager to explain any negative variances. The key take-away here is that degree of difference is what defines the project’s performance since most projects end up over budget in any case.

For other managers who require more precise performance measurement, as illustrated in the annex, the calculations of key performance ratios will differ markedly from the values yielded from a linear budget timeline. In the more complex schema, the project team has to reconcile the deviations 100%. The key consideration in this case is that complicated project budgets that are clearly tied to sequential milestones are elegant and usually wrong. As always, the value of the exercise lies in forcing people face basic questions and identify the value drivers – who has to do what, when – behind eventual project success.


Esta conciliación les forzará a estos gerentes a pensar en los flujos de efectivo verdaderos durante el proyecto.

Consequently, project managers and their teams will have to concentrate their energies on the identifiable cash flows during the project’s life. As the project progresses, senior management begins to get a sense of the cash requirements going forward, both in their rhythm and lumpiness. That increases the onus on the project manager to explain negative variances. It is important that senior management use these performance indicators as tools for prudent resource allocations and not for assigning blame.

La Dirección General del Centro ha aprobado un proyecto para desarrollar un prototipo de un nuevo producto durante 2012.  El presupuesto suma un millón de pesos.

Pero la mayoría de los costos serán incurridos durante el primer trimestre para comprar materias primas y equipo así como para trabajar sobre la fabricación del prototipo.  Los meses que siguen tendrán costos iguales para evaluar y mejorar el prototipo.  El cronograma presupuestal sería:
General Management in an R&D department has approved the development of a new product under the 2016 budget. The amount granted for the project is $1 million. The timing of the project is such that most of the costs will be incurred in the first three months of 2016 to buy equipment, buy material and pay for the work to be performed in the making of the prototype. After that activity, the expected drawdown will be $50,000 per month for prototype evaluation and refinement. The budgeting timeline follows below.

Base Case: Project Performance meets Budgetary Expectations in the First Quarter


En este caso, los costos incurridos y acumulados realizados igualan esos encontrados en el presupuesto.  Es decir: el prototipo es completo con 550 mil de pesos.  El costo para terminar el proyecto sería, con un cronograma presupuestal, 450 mil de pesos y la R.R.E. sería un 100% porque el C.P.I. sería 1.00x
In actuality, the cumulative costs incurred match the totals found in the budget. That is to say: the prototype is complete with $550,000 spent. As per the budgeted timeline, the cost remaining to complete the budget would be same as the resources on hand, yielding a neutral revised required efficiency ratio (RRE) of 100%. So far, so good.






Contra la línea sencilla (es decir: lineal), la C.V. parecería negativa por 300 mil de pesos mientras que el C.P.I. se calcularía hacia 45% (es decir: 250 / 550). 

Estos cálculos preliminares implicarían una E.T.C. de 1.65 millones de pesos y una R.R.E. de 300%. 

Los proponentes tendrían que explicar la fuente de la varianza aparente por detallar los flujos actuales.
Against the linear representation preferred by many professionals especially for relatively straight-forward projects, the actual costs incurred of $550,000 would appear to exceed the (linear) budgetary expectations of $250,000. The efficiency calculation budgeted costs to actual costs – the cost performance index (CPI) – would not be 1.00x as in the above example but only 0.45x. Applying the formula for the RRE yields a revised estimated budget of $165 million, or 65% above expectations.

Supongamos que el presupuesto del prototipo se fabrica un 1.1% por día por un trimestre. 

Aunque los costos son 100 mil de pesos (o un 40%) menos de esos implicados por línea sencilla de tiempo, el desempeño estaría insatisfactorio. 

Después de tres meses el B.C.W.P. sería 110 mil de pesos (es decir: 550 x un 20%) para generar una negativa C.V. de 40 mil de pesos con un C.P.I. de 73%. 
After the first quarter, the project manager has spent $150,000 and the protoptype is 20% complete. For the sake of discussion, we assume a daily accumulation of 1.1% for three months in the spending to produce the prototype. With respect to the linear budget progression (for the year and not for the quarter invested in making the prototype), costs incurred of $150,000 are $100,000 below expectations. But, with the more granular budgeting timeline, results are unsatisfactory. In this case, the budgeted cost of completing 20% of the prototype is $110,000 (550 x 0.2, for the BCWP). This adjustment generates a negative cost variance (CV) of $40,000, implying an efficiency score of 73% (110 / 150, or the CPI)


La E.T.C. sería 1.36 millones de pesos con una R.R.E. de 105% con 850 mil de pesos restantes con cargo al presupuesto.  Además el proyecto sería atrasado como indicado por una S.V. de $440 mil de pesos y un S.P.I. de 20%.

Sin embargo, con la línea de tiempo sencilla, las cifras serían extremas con:
  • una C.V. de 100 mil de pesos;
  • un C.P.I. de un 33%;
  • una E.T.C. de 2.85 millones de pesos; y,
  • una R.R.E. de un 112%.

The revised total budget (i.e., the ETC) would be $1.36 million, more than a third over the initial estimates. For the project to close out on budget the manager will have to increase efficency by almost 5% (or a RRE of 104.7%) over the implicit expectations, a herculean task to say the least. In addition to cost over-runs, the project would be way behind schedule as indicated by a $440,000 schedule variance ($110,000 for the budgeted cost of completing a fifth of the prototype versus the $550,000 that was expected to be invested in completing the prototype) and scheduling efficiency ratio of 20% (i.e., the SPI).


En este caso, os proponentes tienen que conciliar las cifras y justificar una 53% ampliación real del presupuesto hacia adelante o / y mostrar medidas para realizar grandes eficiencias en el futuro.

Ausente de razones convincentes, la Dirección General debería cancelar el proyecto para invertir más recursos en un proyecto que tendrá una alta probabilidad de tener éxito. 

En esta manera, Centro tendría una herramienta de contabilidad para facilitar una asignación prudente de recursos.
In this case, the project manager has to account for such starkly negative deviations, entailing an increase of the budget going-forward of some 53%. (That 53% number comes from the ETC being divided by resources still available under the original budget = $1,363,636 million / $890,000 = 1.53x). If the project manager can not explain this under-performance and lacks a sufficient rationale (e.g., documenting faultiness of previous assumptions or efficiencies to be realized from now on) to the department head, the project sponsor should pull the plug.
